Elizabeth James is an accomplished business leader and visionary whose career in the staffing industry spans more than three decades. As Chief Operating Officer and co-founder of On Target Staffing LLC, Elizabeth has been instrumental in building one of the most respected and reliable workforce solution providers in North America.
Her journey in staffing began in 1988, when she developed and expanded the temporary division of a staffing agency, successfully growing the business and setting new standards for client service and operational excellence. That experience laid the foundation for her deep understanding of workforce management, recruiting strategies, and the critical role that people play in driving a company’s success.
In 2001, Elizabeth joined forces with her brother-in-law, Roy James, to found On Target Staffing LLC. Together, they built the company from a single office with three employees into a national organization with multiple offices across the United States, serving clients throughout the United States, Canada, and Mexico.
As COO, Elizabeth oversees all day-to-day operations, guiding the company’s continued growth and ensuring the highest level of service and performance. Her operational expertise, combined with her people-first leadership style, has helped shape On Target Staffing into a true one-stop shop for all workforce needs — including temporary and permanent staffing, executive search, national recruiting, and workforce management across a wide range of industries and professions.
Elizabeth is known for her unwavering commitment to excellence, her attention to detail, and her ability to foster a culture rooted in respect, accountability, and teamwork. She has been instrumental in developing internal systems and processes that promote efficiency while maintaining the company’s core values of integrity and service.
Beyond her success in business, Elizabeth is deeply passionate about giving back. She served on the Board of Directors for the Susan G. Komen Foundation for seven years, and has been an active volunteer and fundraiser for the organization for over nine years. Her dedication to supporting cancer research and raising awareness reflects her lifelong belief in service, compassion, and community impact.
