Late 1990s – A Problem Worth Solving

The staffing industry was changing — but not fast enough. Companies needed partners they could trust to deliver dependable, qualified workers quickly. Too often, staffing firms focused on filling orders, not building relationships. Clients became numbers. Employees became transactions.

A Vision Is Born

That reality didn’t sit well with Roy and Elizabeth James, two driven professionals with decades of experience in finance, operations, and staffing. They believed there had to be a better way — one that valued people as much as performance.

2001 – The Leap Of Faith

In April 2001, Roy and Elizabeth founded On Target Staffing LLC in a small New Jersey office with just three employees and one shared vision:


“To build a company where clients feel valued, employees feel respected, and every partnership is built on integrity, trust, and results.”


They met every client personally, learned their operations inside and out, and worked tirelessly to match the right people with the right opportunities. Every placement was treated as a reflection of their promise — and that promise became the company’s foundation.

The Growth Years

From one small office, On Target Staffing expanded across the United States, now serving clients nationwide — and even in Puerto Rico, Canada and Mexico. Despite that growth, the heart of the business hasn’t changed: to deliver reliable, ethical, and people-first staffing solutions that help companies thrive and individuals succeed.
